DM11. We welcome a policy on protecting trees, woodland and hedgerows. How will this policy work in practice when we have seen developers remove trees or woodland prior to a planning application and then, on application, there are no longer any trees to protect? We propose amending to include pre-application of felling of trees shelterbelts/hedges, especially in allocated sites. All significant trees to be TPO as Condition of being an allocated site.

Policy DM11 Is this Policy sufficiently robust following the Council's declaration of a Climate Emergency ? Should this Policy be strengthened to be more robust ? Should the statement 'where significant harm to existing woodland and important trees and hedgerows cannot be avoided' be upgraded to 'where any harm to existing woodland and important trees and hedgerows cannot be avoided'. The local plan has the potential to not just protect and enhance existing trees but to foster schemes which see new trees planted established and maintained. Developers and house builders could be compelled to plant - for example - one tree for every bedroom which is built.
