Details of the Affordable Housing Supplementary Document:

The Affordable Housing Supplementary Planning Document (SPD) sets out the Council’s guidance on the securing of planning obligations and affordable housing from new development within the borough. Its purpose is to provide all parties with clarity and guidance on when, how and what affordable housing the Council expects on new developments. It has been prepared to support the Waverley Borough Local Plan Part 1: Strategic Policies and Sites (LPP1) which was adopted by the Council on 20 February 2018.

Where and when the SPD can be inspected

  • Waverley Housing Affordability Study 2021
    This report provides analysis of the affordability of housing in Waverley. The evidence is intended to inform the Council’s Housing Strategy and to allow a review of the 70% rent; 30% intermediate1 tenures set out in the 2015 Strategic Housing Market Assessment (SHMA) which in turn supports Policy AHN1 of the adopted Waverley Borough Local Plan Part 1 2018.
  • Waverley First Homes - Viability implications report 2021
    Three Dragons was commissioned by Waverley Borough Council (WBC) to undertake a viability assessment at a strategic level to test the impact of government intention to introduce a requirement for 25% of all affordable housing on S106 sites to be First Homes1. The assessment takes into account the implications of 2019 PPG guidance that 10% of all new homes should be for low cost home ownership2. This report focuses on newbuild schemes of general needs market housing for sale with s106 affordable housing. It does not cover Build to Rent, specialist retirement housing schemes, Custom and Self-Build, standalone 100% affordable housing schemes or Rural Exceptions Sites (RES) as these are excluded from the requirement to provide First Homes3. First Homes Exception Sites are beyond the remit for this report.
