D&M Planning Limited has been instructed by Mr N Cole-Hawkins and Ms VR Measures to submit representations to Waverley Borough Council in connection with the Addendum to the Local Plan Part 2 (October – November 2021).
Whilst we have no comments to make on the Addendum per se, as it relates to the Haslemere area of the Borough, we would set out that Waverley need to be cautious of relying on too few sites and thus facing issues with these potential sites not coming |

It is highlighted that WBC has referred to the whole site as "Red Court" in the LPP2. To be clear, all references to Scotland Park in this representation are split as Promotion A, 50 dwellings (on land closest to Red Court) and as Promotion B, circa 130 dwellings (on the remainder of the site).
The Site

The Council is consulting on an addendum to its Local Plan Part 2 which amends housing allocations in the settlement of Haslemere. The amendments include new and increased housing allocations in constrained (AONB and HGLV etc…), isolated and unsustainable locations. We have shown they are better, less constrained, and more sustainably located sites available now.
Since the original consultation on the 'Submission Version' of the Local Plan Part 2, the landowner of the largest housing allocation |

In summary, the minimum number of dwellings set out within the LPP1 should be exactly that, a minimum figure. The Council have consistently failed to demonstrate sufficient housing delivery (see schedule above) and LPP2 provides a clear opportunity to address these shortcomings and finally give the Borough control over the location and form of housing during the plan period. The Addendum document has taken the same 'minimum' approach, which continues to result in a low housing supply and increas |

My other points in relation to the Addendum are these:
I note that the settlement boundaries in the draft Addendum Map (with the exception of the boundaries re-instated which support the removal of the Red Court site) are not aligned with those of the Haslemere Neighbourhood Plan, namely Map 1 and Map 1 c. It was my understanding that in the process of consultation for 'Preferred Options' and the draft LPP2, and in supporting the Haslemere Neighbourhood Plan, Waverley accepted alignment with th |
